Allen Fletcher is the State Representative from Texas House District 130 seeking re-election. Representative Fletcher is a Tomball businessman, community activist, Christian, devoted husband and loving father.

Allen Fletcher has dedicated his career to serving and protecting the public. After a 21-year career as a police officer, he is now the president and CEO of Resource Protection Management (RPM). Mr. Fletcher established RPM to offer asset protection to corporations. As a result of his leadership, RPM now provides a full spectrum of security solutions for commercial, educational, governmental and residential customers.

For 21 years, Mr. Fletcher served the citizens of Houston with honor as a member of the Houston Police Department (HPD). After beginning his career as a uniformed patrol officer in 1977, Mr. Fletcher retired from the department in 1998 as a supervisor in the Office of the Inspector General. He was responsible for all criminal and administrative investigations of city employees and government contractors. During his tenure in this department, Mr. Fletcher developed and recommended policies to promote fairness, uniformity, efficiency and effectiveness in these investigations.

Before his appointment to the Office of the Inspector General, Mr. Fletcher was named to the Public Integrity Review Group of HPD, where he was responsible for extensive investigations of fraud, bribery and corruption by city employees and elected officials. He also served as a negotiator on the Hostage Negotiation Team in the Tactical Operations Division and as a supervisor and detective/sergeant in the Robbery Division, where he was responsible for coordinating and conducting felony criminal investigations.

Mr. Fletcher’s exemplary service with HPD is evident in the awards and commendations he received, including the 1978 Houston Police Department Rookie of the Year, the Mayor’s Meritorious Service Award, and the Chief of Police Commendation. Mr. Fletcher was an honors graduate of both the Houston Police Academy and the East Texas Police Academy. He holds undergraduate and graduate degrees in criminal justice from Sam Houston State University.

Mr. Fletcher’s commitment to the community is clear from a review of his numerous volunteer activities. He has served as Chairman of the Board of the Greater Tomball Area Chamber of Commerce. He is an active member of the Rotary Club of Tomball, Christian Business Luncheon, the North Harris Montgomery Community College District Business Advisory, the Tomball Emergency Preparedness Committee, and the State Bar of Texas Review Committee. In addition, he is a member of the Sam Houston State University Alumni Association Board of Directors and the President’s Circle. He also sponsors a scholarship for criminal justice at SHSU. Mr. Fletcher is a lifetime member of both the Houston Police Officers Association and Homicide Investigators of Texas, as well as an associate member of the Association of Certified Fraud Examiners.

Mr. Fletcher identifies himself as a “Reagan Republican” who, in 1986, as a beat patrol officer making less than $800 a month, contributed $50 toward repealing the 22nd Amendment so President Reagan could run for a third term.

Mr. Fletcher met his wife, Penny, 30 years ago when she ran a stop sign and slammed into his patrol car. Although she couldn’t talk her way out of the traffic ticket, he talked his way into her heart. The couple was married less than a year later. The traffic citation Allen gave to Penny is framed and displayed proudly in their home.

Allen and Penny Fletcher are Christians and active members of the Spring Creek Church of Christ. The Fletchers have two daughters a son and three grand daughters.

The Fletchers’ son Blake, a military policeman, is currently deployed to Iraq. Their son-in-law Greg, a National Guardsman, recently completed a tour of duty in Afghanistan. The Fletchers ask that you join them in praying for every service member and his or her family.
